The scheme aims to help each and every farmer across the country in adopting better methods of farming by making use of expertise available in the form of large pool of Agriculture Graduates. The ACABC scheme is envisaged to provide expert services and advice to farmers on cropping practices, technology dissemination, crop protection from pests and diseases, market trends and prices of various crops in the market and also clinical services for animal health etc. which would enhance productivity of crops/animals and to start commercial Agri Ventures for Income generation and entrepreneurship development.
Terms & Conditions
Target Segment
All legal entities including individual, joint or partnership firms, Limited companies doing activities under Agri Clinic or Agri Business Centers.
Eligibility Criteria
- Graduates in agriculture and allied subjects recognized by ICAR / UGC. Degree in Agriculture and allied subjects offered by other agencies are also considered subject to approval of Department of Agriculture & Cooperation, Government of India on recommendation of the State Government.
- Diploma (with at least 50% marks) / Post Graduate Diploma holders in Agriculture and allied subjects from State Agricultural Universities, State Agriculture and Allied Departments and State Department of Technical Education.
- Post-Graduation in Agriculture allied subjects.
- Degree courses recognized by UGC having more than 60 percent of the course content in Agriculture and allied subjects (as in para (i) ).
- Diploma / Post-graduate Diploma courses with more than 60 percent of course content in Agriculture and allied subjects (as in para I. ), after B.Sc. with Biological Sciences from recognized colleges and universities.
- Agriculture related courses at intermediate (i.e. plus two) level, with at least 55% marks

Cash Credit/Term Loan
Margin
For Loans up to Rs.5 Lakhs – No Margin
For loans above Rs.5 Lakhs – Cash Credit – 15%, Term Loan – 25
Quantum of Finance
For individual – Ceiling of the project cost for subsidy is Rs.20 lakhs for an individual project (Rs. 25 lakhs in case of extremely successful individual projects)
For group project - Celling of the project cost for subsidy is Rs. 100 lakhs.
Period
Cash Credit – 12 Months
Term Loan – 120 Months including grace period of maximum 2 years.
Subsidy
Back ended composite subsidy of 44% of project cost for women, SC/ST and all categories of candidates from NE and Hill states and 36% of project cost for all others. No interest is charged on subsidy portion of the loan as the subsidy is released up front with lock-in period of 3 years.
Primary Security
Hypothecation of assets created out of bank’s finance.
Collateral security
EM of land where the loan amount exceeds Rs. 5 Lakhs.

AGRI FARM CREDIT LOANS
Features & Benefits
Loans to individual farmers [including Self Help Groups (SHGs) or Joint Liability Groups (JLGs) i.e. groups of individual farmers, provided banks maintain disaggregated data of such loans and Proprietorship firms of farmers, directly engaged in Agriculture and Allied Activities, viz. dairy, fishery, animal husbandry, poultry, bee-keeping and sericulture. Loans sanctioned to Corporate farmers, Farmer Producer Organisations (FPOs)/(FPC) Companies of Individual Farmers, Partnership firms and Co-operatives of farmers engaged in Agriculture and Allied Activities are also eligible under farm credit subject to specific conditions.
AGRI INFRASTRUCTURE LOANS
Features & Benefits
Loans provided for construction of storage facilities, soil conservation and watershed development, Plant tissue culture and Agri-biotechnology, seed production, production of bio-pesticides, bio-fertilizer, and vermi composting are eligible to be classified under Agri infrastructure. Loans for construction of oil extraction/ processing units for production of bio-fuels, their storage and distribution infrastructure along with loans to entrepreneurs for setting up Compressed Bio Gas (CBG) plants are also eligible as per revised RBI guidelines.
AGRI ANCILLARY SERVICES
Features & Benefits
Loans to co-operative societies of farmers for purchase of the produce of members , Loans for setting up of Agri-clinics and Agri-business centres, Loans to Start-ups that are engaged in agriculture and allied services, Loans to Custom Service Units who undertake farm work for farmers on contract basis are eligible under this category. Loans provided for Food and Agro-processing up to an aggregate sanctioned limit of ₹100 crore per borrower from the banking system is also eligible under Ancillary services. Loans sanctioned by banks to MFIs and NBFCs complying specific conditions stipulated by RBI for on-lending to agriculture sector will also qualify under this head. In addition to these Bank loans to Primary Agricultural Credit Societies (PACS), Farmers’ Service Societies (FSS) and Large-sized Adivasi Multi-Purpose Societies (LAMPS) for on-lending to agriculture will qualify under ancillary category for priority classification.
